The Mayor and Elected Members attend and participate in the decision-making process at council meetings. Decisions made at a formal council meeting provide the direction and authority for the ongoing operation of the council. Members of the public can participate through petitions and deputations.

The City of Holdfast Bay has responsibilities under various legislation, including but not limited to the Planning, Development and Infrastructure Act, South Australia Public Health Act, Dog and Cat Management Act, etc. The council also has the power to make its own by-laws.

The City of Holdfast Bay consists of four wards, Glenelg, Somerton, Brighton and, Seacliff. Each ward is represented by three ward councillors
